	ROBERT BARRO, DENUNCIA EL INTERVENCIONISMO DE LOS PAISES OCCIDENTALES ANTE EL LIBERALISMO ORIENTAL
	EL CATDRÁTICO DE HARVARD, APUESTA POR EL APERTURISMO DE EEUU Y EUROPA DE ACUERDO CON LA RONDA DE DOHA
Robert Barro, catedrático de Economía de la Universidad de Harvard, es el encargado de inaugurar la primera jornada del II Foro Internacional de Economía Regional, con una intervención basada en la apuesta firme por una liberalización más profunda de las economías occidentales. Barro, considera fundamental impulsar el crecimiento y el comercio internacional y que para ello, apunta, “es necesario que descienda el proteccionismo económico". El catedrático de Harvard, ha analizado la situación económica de Estados Unidos y Europa respecto a la evolución positiva en China e India. Desde su punto de vista, China es hoy por hoy el país más capitalista del mundo y que goza de mayor ritmo de crecimiento desde principios de los años 80. Barro, experto en macroeconomía, ha alertado sobre el peligro de que países occidentales, como Francia y Alemania, no avancen ante la nueva situación que está generando el crecimiento de países asiáticos y se queden rezagados en términos de crecimiento económico. Así mismo, el catedrático ha alabado la postura adoptada por países como Reino Unido, Países Bajos y Escandinavia, que han actuado sobre política fiscal como estímulo de la actividad económica y mejora de la competitividad de las empresas, aunque ha reconocido que es “un desafío” y ha añadido que esta medida implica “un descenso también del estado de bienestar”. Respecto a La Rioja, el catedrático ha apuntado que se podría beneficiar de un mercado mundial más libre y menos restrictivo que eliminase los problemas, y las limitaciones, y favoreciese un incremento de la producción. Del mismo modo, Barro ha destacado como positivo el sistema productivo riojano, basado en la conjunción de los recursos naturales, la tecnología y los recursos humanos.
